Scope
The paper uses the Lower Silesian experience of implementing the Integrated Skills Strategy 2030 to examine how institutions, evidence, expert capacity and inter-organisational relationships can support regional skills policy.
Analytical proposition
The proposed regional knowledge infrastructure links diagnostic, analytical, coordination and knowledge-translation functions. Its purpose is to connect research and institutional expertise with strategic decision-making rather than create another administrative tier.
Policy implications
The case provides experience from which to consider the possible functions and institutional conditions of regional knowledge hubs. It does not establish that a fully developed model has already been proven effective. Further conceptual work and pilot testing would be needed.
